In my last post, I shared how I went from AI skeptic to believer in 5 days by shifting from treating Copilot as a tool to treating it as a teammate. That personal breakthrough was exciting, and it got me thinking about something I’ve always enjoyed: being the person who does the hard climb up, then lowers a ladder so we can all succeed together.
The individual mastery was never the end goal – it was the foundation for what I really wanted to build: infrastructure that would make AI accessible and valuable for everyone on our team, regardless of their AI experience level.
Three weeks after my BC TechDays success, I discovered something that changed everything about how AI agents could work: Model Context Protocol (MCP). This wasn’t just another productivity improvement – it was the key that unlocked AI’s ability to participate in entire workflows, not just individual coding tasks.
Today, our entire team is proactively requesting AI integration on every project. They moved from initial skepticism to genuine enthusiasm in about a week. But getting there required solving infrastructure challenges that went far beyond individual prompt engineering skills.
Here’s how we built AI infrastructure that actually works for teams, and why MCP was the breakthrough that made it all possible.
The Foundation: Understanding What Makes Teams Successful
By mid-July, I had GitHub Copilot working beautifully for my individual workflow. I had detailed instruction sets, reliable prompts, and that magical “teammate mindset” that made everything click. But I’ve always been drawn to a particular approach: I love being the person who does the hard climb up, then lowers a ladder so we can all succeed together.
Our upcoming company-wide UPLIFT transformation project was the perfect opportunity. We were standardizing ALOps pipelines, implementing branch controls, adopting paket for dependency management – basically modernizing our entire development infrastructure across 100+ repositories.
The question wasn’t whether to integrate AI – it was how to do it thoughtfully:
Challenge #1: How do you make AI guidance that works for different communication styles and expertise levels across the team?
Challenge #2: How do you eliminate setup friction so people can focus on business problems instead of AI configuration?
Challenge #3: How do you distribute knowledge efficiently without creating maintenance overhead for every project?
These weren’t just scaling problems – they were design opportunities. The goal was building infrastructure that would be immediately valuable for beginners while scaling up as team members became more sophisticated.
Discovery #1: The MCP Revolution – “It Changed EVERYTHING”
The breakthrough came when I discovered Model Context Protocol (MCP) through a beta Azure DevOps MCP repository. This discovery fundamentally changed what was possible with AI agents, and I need to explain why because it’s the foundation everything else builds on.
Think about it this way: Agents are like having a boundless energy junior developer, ready to help, but maybe fuzzy on the details. They’re enthusiastic and capable, but they need guidance and context to be truly effective.
An MCP is a way for your Agent to use tools on your behalf – and it’s like having your junior dev take a specialized class in something. So the Azure DevOps MCP gives agents the ability to work directly with Azure DevOps, and importantly, know how to work with it properly.
Before MCP, my AI interactions were limited to whatever I could describe in prompts or fit in a chat window. The agent was working blind, relying on my descriptions of our systems and processes.
With MCP, suddenly the AI agent could:
- Read work items directly from Azure DevOps
- Update project status based on actual progress
- Access our detailed DevOps transformation documentation
- Participate in the WHOLE workflow, not just individual code pieces
Here’s what made this revolutionary: All our existing DevOps transformation documentation – hundreds of pages of detailed workflow guidance, best practices, and step-by-step procedures – could become knowledge that the AI agent could reference and apply directly.
This was the BIGGEST personal productivity improvement I experienced in the entire journey. Instead of having to explain our development process in every prompt, the AI already knew our standards, our workflow, our quality gates, our deployment procedures.
More importantly, this enabled all the magic of Agentic AI to suddenly participate in larger workflows. The agent wasn’t just helping with coding tasks anymore – it was orchestrating entire development lifecycles.
This wasn’t just faster development. This was workflow-level AI integration, and it made everything that came next possible.
Discovery #2: The Team Accessibility Challenge
But MCP success created a new problem. I now had an incredibly powerful AI setup that worked beautifully – for me. An expert could use our repository, and it would sing for them.
The challenge that emerged in late July was different: How do you democratize AI benefits for team members with varying AI adoption levels?
I kept coming back to this insight: The real power of AI isn’t accelerating yourself when you’re already an expert. It’s accelerating your WHOLE TEAM, including people who:
- Don’t have time to become prompt engineering experts
- Need AI guidance tailored to their role and experience level
- Want to focus on business problems, not AI configuration
- Just need it to work reliably without extensive setup
The technical challenge was clear: Bridge the gap between expert-level AI tools and beginner-friendly accessibility, while maintaining the sophisticated capabilities that made the system powerful in the first place.
Discovery #3: The Copilot Bootstrap Innovation
On July 29th, 2025, I started actively working on what became our breakthrough solution: the Copilot Bootstrap system.
Here was the core technical challenge: We needed AI guidance accessible across 100+ repositories without duplicating knowledge, without requiring per-user environment setup, and without creating maintenance overhead for every project.
The innovation was architectural: Instructions in each repository are minimal, telling Copilot agents how to ‘get’ the instructions to follow.
Here’s how it works:
Step 1: Central Knowledge Repository
- One central repository contains all our AI instruction sets
- Organized by role, project type, and expertise level
- Maintained in one place, benefits everyone
Step 2: Minimal Instruction Files
- Each project repo gets a simple
.copilot
file - Contains just enough guidance to point to central knowledge
- Tells the AI agent where to find detailed instructions for this project type
Step 3: Git Submodule Architecture
- Central knowledge attached as git submodule in each project
- Zero duplication, automatic updates when central knowledge improves
- Standard git workflow, no special tools required
Step 4: One-Click Setup
- VS Code workspace task: “Init Copilot Instructions” which…
- Automatically grabs submodules (since most developers don’t clone with
--recursive
) - Zero friction activation for any team member
The breakthrough insight: AI adoption barrier isn’t the AI itself – it’s the infrastructure and access friction.
Note: This was our way of implementing this solution. Plenty of other ways to ‘ingest’ knowledge that have different pros and cons, such as simply reading directly from GitHub repositories for example. The key is just having a logical “starting point” that helps the user and agent know where to start.
What This Actually Looks Like in Practice
Let me show you the before/after for a typical team member:
Before (Expert-Only System):
- Clone project repository
- Find and read AI instruction documentation
- Learn prompt engineering patterns
- Configure personal environment
- Experiment with instruction sets until they work for your communication style
- Maybe get useful AI assistance after 2-3 hours of setup
After (Bootstrap System):
- Clone project repository
- Run VS Code task: “Init Copilot Instructions” (30 seconds)
- Start working – AI already knows project context, your role, team standards, and how to help
- Get immediate, contextually appropriate AI assistance
The difference isn’t just convenience. It’s the difference between “AI for experts who have time to become experts” and “AI for everyone who wants to solve business problems more effectively.”
The Infrastructure Components That Actually Matter
Based on our experience rolling this out, here are the technical components that made the difference:

The Team Transformation Results
Three weeks after implementing the Bootstrap system, here’s what happened:
Week 1: Initial skepticism (“Is this going to be more overhead?”) followed by surprise at how easy setup was
Week 2: Team members started using AI assistance for routine tasks, discovered it actually saved time
Week 3: Proactive requests for AI integration on new projects (“Can we set this up on the XYZ project too?”)
The breakthrough moment was when team members stopped asking “How do I use this AI thing?” and started asking “Can we get AI help on this business problem?”
That’s when you know the infrastructure is working. When the technology becomes invisible and people focus on business outcomes instead of technical setup.
What We Got Wrong (And Right) About AI Scaling
What We Got Wrong Initially:
- Thinking AI adoption was about prompt engineering skills
- Assuming individual mastery would naturally scale to team adoption
- Building expert-focused tools and expecting beginners to adapt
- Underestimating the importance of infrastructure vs. technique
What We Started Getting Right:
- Recognizing that methodology matters more than tools
- Focusing on workflow integration rather than point solutions
- Building for team adoption diversity rather than expert uniformity
- Treating access friction as the primary adoption barrier

Getting the infrastructure right was the foundation. But once our team had reliable, frictionless access to AI assistance, entirely new possibilities emerged:
